I posted two screenshots (in the gallery section here)  of the merchant in beta that sells shards for the scepter of shadows.  She's a dark elf, not a human like I thought.  What can I say?  I know a lot of blue people, okay?  Apparently her name is Vashlyn if that helps you find her.  She's in the overland Echo Caverns zone not far from the zone-in.
